Rufi Osmani was born on 20 August 1960 in the village of Cajle, near Gostivar (Republic of Macedonia). After his primary and secondary studies in Gostivar, he continues his studies in the University of Prishtine (Kosovo), in the Faculty of Economy, where he graduates in 1983.
1994-1996: Member of the Macedonian Parliament.
In 1996, he resigns of his parliamentary functions and stands for the communal elections. He is elected the Mayor of Gostivar on 2 December,1996.
During the night from 8 to 9 July, 1997, following the manifestations during which three persons were shot death, Macedonian police without any explanation arrests him at home.
After 90 days of custody, Rufi Osmani is sentenced by the tribunal of Gostivar to 13 years and 8 months in prison.
The Court of Appeal in Skopje reduces the punishment to 7 years in prison without the right of a new appeal.
He is reelected Mayor of Gostivar on April 2009.
